A language is read,written and spoken. Normally, people with little or no knowledge of language start with the reading and writing part first and it shouldn’t take a lot of time for an adult to get to a decent level of writing and reading.

As far as fluency in Spoken English is concerned it’s extremely difficult to achieve that. It does take six months to a year to be comfortable with a language. It comes only after you completely change everything about yourself. The language you think in, the stuff you read, the kind of people you hang around with and the kind of effort you put in.

In this age of internet it’s become relatively easier to learn English. There are many apps. One of them is duolingo. With a dedicated effort and planning it certainly can be achieved in a short time too.
